VBA Recommends 9 for U.S. District Court, Eastern District

The Virginia Bar Association has sent to U.S. Sens. Mark R. Warner and Timothy M. Kaine its recommendations for attorneys to succeed retiring Judge Gerald Bruce Lee on the U.S. District Court, Eastern District of Virginia. The recommendations were made from judicial candidates who sought the VBA's evaluation.

In alphabetical order, the recommended individuals are:

  • The Honorable Rossie David Alston Jr., a judge on the Court of Appeals of Virginia;
  • John P. Elwood, a partner with the law firm of Vinson & Elkins LLP;
  • Patricia Tolliver Giles, an assistant U.S. attorney in the U.S. Attorney’s Office, Eastern District of Virginia;
  • The Honorable Lawrence R. Leonard, a U.S. magistrate judge for the Eastern District of Virginia;
  • Terence J. Lynam, a partner with the law firm of Akin Gump Strauss Hauer & Feld, LLP;
  • Edward B. MacMahon Jr., a principal with Edward B. MacMahon, Jr., PLC;
  • Daniel D. Mauler, a partner with the law firm of Redmon, Peyton & Braswell, LLP;
  • The Honorable David J. Novak, a U.S. magistrate judge for the Eastern District of Virginia; and
  • Jay V. Prabhu, an assistant U.S. attorney with the U.S. Attorney’s Office for the Eastern District of Virginia.

Candidates' submissions were evaluated by the VBA's Committee on Federal Judgeships - Eastern District, with findings shared with VBA officers.

Sens. Warner and Kaine have said they expect to recommend nominees to President Trump this fall.

U.S. district judges are appointed by the president. They undergo hearings before the Senate Judiciary Committee in advance of a full Senate vote on confirmation.
