The Virginia Bar Association has sent to Virginia's U.S. senators the names of four recommended applicants to fill an upcoming vacancy on the U.S. District Court - Western District of Virginia.

Senators Mark Warner and Tim Kaine had invited Virginia's statewide bar groups to consider and recommend individuals to succeed Judge Glen E. Conrad, who will be retiring. The VBA, the first and largest voluntary organization of legal professionals in the commonwealth, did so in a letter to the lawmakers dated April 3.

In alphabetical order, the recommended individuals are:

  • The Honorable Robert S. Ballou, U.S. magistrate judge for the U.S. District Court - Western District of Virginia;
  • The Honorable David B. Carson, judge in the Roanoke City Circuit Court;
  • The Honorable Julia C. Dudley, clerk of court for the U.S. District Court - Western District of Virginia; and
  • The Honorable Pamela Meade Sargent, U.S. magistrate judge in the U.S. District Court - Western District of Virginia.

Candidates' submissions were evaluated by the VBA's Committee on Federal Judgeships - Western District, with findings shared with VBA officers.

Virginia's U.S. senators expect to recommend nominees to the president, who appoints U.S. district judges. Appointees undergo hearings before the Senate Judiciary Committee in advance of a full Senate vote on confirmation.
