Eight Members Join The VBA Board Of Governors

At the VBA Annual Meeting in Williamsburg Jan. 23-25, attendee members elected four Board of Governors representatives to three-year terms. The board, with at-large and regional representatives, manages the business of the association. They are:

  • Rosalie P. Fessier, representing the Blue Ridge region. She leads TimberlakeSmith’s local government practice from the office in Staunton,
  • Charles E. “Chuck” James Jr., serving at-large. He is co-chair of the firearms industry group and the white-collar and investigations practice at Williams Mullen in Richmond and Washington, D.C.,
  • Robert E. Scully Jr., also serving at-large. He is a principal in the civil litigation practice group at Blankingship & Keith, P.C., in Fairfax, and
  • W. Ryan Snow, representing the Tidewater region. He served as managing partner of Crenshaw, Ware and Martin, PLC, in Norfolk from 2012 to 2020, where he handles litigation with a focus on business disputes, construction law and government contracts.

The Board of Governors also appointed two new representatives to advise it on legislative and judicial matters. Starting a one-year term that can be extended for up to three years are:

  • The Honorable Mark D. Obenshain, a Virginia senator from the 26th District, which includes Harrisonburg and nearby counties, and a trial lawyer with Obenshain Law Group, and
  • The Honorable Daniel E. Ortiz, a Fairfax County Circuit judge.

New division leaders and board members

The Law Practice Management Division of the VBA elected Cliona Mary Robb, a director at ThompsonMcMullan PC in Richmond, to a two-year term as its chair. All VBA members are part of this division, which seeks to aid them in building and managing successful, effective law practices with the highest standards of the legal profession. The LPMD also advocates approaches that maintain work-life balance.

In addition, the chair-elect of the Young Lawyers Division serves on the VBA board. The YLD elected as chair-elect:

  • Franklin R. Cragle III, a litigation partner with Hirschler in Richmond.
