Firms In Service/Clearinghouse Expansion

  • To develop an action plan for expanding Firms In Service to other sections of the Commonwealth,
  • To coordinate with local FIS leaders on implementation of the Clearinghouse method of serving nonprofits in the FIS program, and
  • To improve and refine the FIS and Clearinghouse outreaches through statewide participant communication.

YLD Pro Bono Outreach and Mentoring

  • To identify and inventory all VBA Young Lawyers Division programs having an impact on the underserved,
  • To divide out committee members as mentors and ensure that each YLD pro bono program has a “mentor” from the council,
  • To encourage each YLD committee program chair to expand participation in the program to YLD members and beyond to the wider VBA,
  • To develop a system of feeding YLD pro bono project chairs into present and future committees of the council, as adjunct participants in the council in an area of interest, and
  • To develop a presentation on YLD pro bono efforts for the 2016 Chief Justice’s Pro Bono Summit.

2016 Chief Justice’s Pro Bono Summit

  • To evaluate past summit goals and past implementation plans,
  • To develop an afternoon 2016 summit agenda in the Supreme Court to bring forward the issues of underserved populations, of pro bono mobilization and of service issues and concerns,
  • To develop a morning program to rally and involve lawyers in the issue of pro bono representation of the underserved,
  • To ensure the widest participation possible in the summit, and
  • To develop a plan to integrate 2016 summit goals and objectives with the wider state pro bono plan of the VBA, VSB, Legal Aid and local bar associations, working through this committee, for continuity.

Pro Bono Visibility in the VBA

  • To work on identifying opportunities for CLEs, presentations and awareness/outreach regarding pro bono, to be presented at the annual, summer and regional meetings of the VBA and other VBA functions,
  • To develop CLE and other substantive programming and material suitable for widespread presentation to the VBA,
  • To develop “elevator speeches” and arguments that capture the need among low-income people for pro bono services, and the need for greater service participation to address the  “justice gap,” and
  • To develop a pool of contributing authors to ensure a ready supply of articles and comments about pro bono and issues of need, to be placed in VBA, VSB, specialty bar, newspaper and periodical publications.

Liaison to the Virginia Supreme Court Access to Justice Commission

  • To ensure a smooth working relationship between the Access to Justice Commission committees and the VBA Pro Bono Council, since the council represents a potential “R&D” and implementing arm of the commission,
  • To meet with Access to Justice leadership and establish a ready communications link,
  • To supply information, ideas and opportunities to the Access to Justice Commission that originate on the VBA Pro Bono Council, much as think tanks do to Congress and its committees, and
  • To present at an Access to Justice meeting about the VBA Pro Bono Council, and its support capabilities.

Programs in Underserved Areas of Poverty Law and Technology Opportunities in Pro Bono Service to the Underserved

  • To survey the Commonwealth’s Legal Aid, private nonprofit and governmental structures to determine areas of legal need that are considerably unmet or underserved,
  • To narrow this list into a “Top Ten” or other list of problems that need to be identified with more pro bono or better coordinated service,
  • To promote to the wider VBA Pro Bono Council and Access to Justice Liaison committees possible solutions to these problems of the underserved,
  • To monitor the “Top Ten” list toward progress at the state level in addressing unmet need through pro bono attorneys or coordinated programs,
  • To inventory technology systems, improvements, developments or structures that can enhance pro bono practice in the Commonwealth,
  • To examine feasibility of these systems for promotion as cost-effective enhancements in the Commonwealth, and
  • To build awareness among the Legal Aid, Access to Justice and VBA Pro Bono Council communities of the utility of these technological improvements.

Legislative Affairs Impacting Pro Bono and Legal Services to the Underserved

  • To inform and interact with the General Assembly on needed refinements in law suggested by the legal problems of the underserved and
  • To help advocate for issues identified by the VBA Board of Governors and to educate or mobilize the VBA membership as warranted.
